A 'Whitelisted Customer' is a person who has called or sent an SMS to your Exotel number(s) at least once in the past 6 months. This has been put in place in order for us to ensure that both your company and Exotel abide by the regulations laid down by TRAI.

The cusomer 'whitelist' is the list of all customer numbers (as defined above). You can make transactional calls to all numbers in the 'whitelist'. This list may include numbers registered in the NCPR as well.

For Eg: If Mr. Rajni who is registered in the NCPR calls your Exotel number on Oct 1st, his number will be whitelisted till March 31st (6 months). This means you will be able to make transactional calls to him during this period. But from Apr 1st, you will not be able to call him unless he calls or sends an SMS to your number during that period

But in the above example, if Mr. Rajni is not registered in the NCPR, you will be able to make a transactional call even after Apr 1st.
